appears

that an action has

been

brought

against the Dominican State, in the Courts

of

the Dominican

Republic, for the recovery

of

damages

alleged to have been

caused through the promulgation of

an

Executive Order

of

this

Government

;

and

WHEREAS the jurisdiction

of

the ordinary

Courts

of the

Republic over the Executive Orders

of

the Military GoveFment

is strictly limited to the interpretation of such Orders and docs

not embrace questions re!ating

to

their validity and incidental

conscquenccs;

this Government of the

THEREFORE, by virtue

of

the powers vest4 in the

Military Government

of

Santo Domingo, the following Executive

Order

is

hereby dictated and promulgated

:

All actions

now

pending in the Courts

of

the

reason

the promulgation of any Executive

Order, and all actions

of

the same character which may hereafter

be

brought before said Courts, shall, upon the motion

of

the

corresponding Procurador Fiscal,

Procurzdor General,

be

immediately distmissed

by

the

Court

in which

said

actions are

pending

All claims

for

damages against the Dwninicm

State, in consequence

of

Exwutive Orders issued by the Military

Govermnent shall be presented to the Military Governor through

the Secretary

of

State

of

Finance
